The New Plan for Urban Government Center (“New Plan”) is designed to transform the Urban Government Center (UGC) into a vibrant, community-focused hub. This initiative aims to integrate several key elements to ensure that the center serves as a beacon of support, engagement, and sustainability within the community:
1. Funding Structure: New Plan leverages historic and affordable housing tax credits, and avoids the need for Tax Increment Financing (TIF).
2. Redevelopment with Community Partnership - New Plan emphasizes collaboration with residents, ensuring the project benefits not just the wider Louisville area but the neighbors close to the UGC. This approach requires a community-focused redevelopment strategy.
3. Amenities - Recognizing the importance of access to fresh and healthy food, the New Plan proposes the inclusion of a grocery store and farmers market within the UGC. A farmers market would support local farmers and artisans, providing them with a platform to sell their goods directly to the community. UGC should improve the quality of life for neighbors near and far.
4. Green Spaces - The plan includes the creation and integration of green spaces throughout the UGC. Envisioning an "Olmsted-like" park, the proposal includes the creation of green, recreational spaces that serve the community. These areas would feature a playground, dog park, community garden, walking paths, and a focus on natural flora along with an effort to expand the tree canopy.
5. Senior Affordable Housing - A significant part of the New Plan is the renovation of the Urban Government Center into 150 units of affordable housing specifically designated for seniors. This initiative caters to the growing need for affordable senior housing, with a preference for residents from the surrounding neighborhoods, ensuring that those who have contributed to the community have access to secure, affordable living in their later years. The historic hospital and nursing building will be rehabilitated.
Through a combination of housing, amenities, and green initiatives, the New Plan seeks to enrich the quality of life for all community members.
